Best (& cheap) tool to track keywords

Hi all,

Want to up my SEO game, this time with a good keyword tool.

• SEMRush - I wish but we're a small team and this is out of our budget
• Ahrefs - same as above
• Uber Suggest - we were using this one, might give it another go
• Google Search Console - can I just do it here? What are the negatives?

If it did other things too for the same price, that would be good.
