Amazon API ??

I have amazon affiliate account long ago ... and i have full active account back then.
But i never use it for long time and now when i try to access it say no account.

So i join with the same email again

Now i cant make API ... to put in my site :(
it say

❌ Have completed 3 qualifying sales in 180 days.
❌ Have an approved associate account.
❌ Comply with the associates program Operating Agreement.

Anyone know how to get API key ???
In past i never see this kind of thing :(
Please help :(
