Do 301 redirects count as backlinks?

I recently changed my website's domain name, but my website has a bunch of do-follow backlinks.

So, my question is: Should I just 301 redirect my old domain to the new one, or should I contact all the backlinking websites and ask them to update my domain name on their web pages.

And if I just 301 redirect my old domain to the new one, then will those redirects be counted as valid do-follow backlinks?
