Help. How do you plan internal linking ? Do you link one keyword to one page?

Hi, I am confused when I have keywords that end with -ing but have the same meaning.

For example if I create internal link for buy smartphone to /buy-smarthphone should I also link buying smartphone to the same page ?

Do I need to create a separate page /buying-smartphone

Same applies to buy smartphoneS
