Increase on spam referal links resulted in 40% drop in traffic. Are we being targeted?

I have noticed that the referring domains to my website increased 5x since may and this resulted in 40% drop in our organic traffic. I have disavowed most of the spam referring domains but nothing changes. Is there a way to stop them? Could this be a targeted attack? ty
