I have a client who wants off page SEO only and not on page SEO. I have been doing this for years and tried to explain to the client that the text mostly (content on the website needs to be changed and include the local city if he wants to be ranked by the city. I am confused lol. Off page seo will be a failure without on page SEO right? (just posting this for answers so client can see the whole world knows this answer)
