There's a support doc on Google that a url that has a proper canonical tag does not need to be fixed. I have a client that has something wrong with "something" in systems where they are manufacturing poorly constructed links that are being read by the googlebot/crawler and the "excluded" figure is growing to enormous numbers.
Since April, the number of URLs that are now "excluded" from the index is roughly 50 million URLs. According to the google crawl stats, they (google) reads roughly 2.5 million URLs a day, this for a site that has roughly 175,000 "real" pages on their site. This 50 million number has grown from 4 million back at the very end of April.
My advice to my client is that they need to find the root of this problem and get it fixed. The lead developer at this client is saying that there is nothing to be fixed because Google said so.
