Ranking in adjacent cities?

I apologize if this has been posted before - I tried to search but couldn’t find anything.

I have a website for a walk-in business in Santa Monica, which is a city within the city of Los Angeles. I’ve been able to rank for “service name Santa Monica” and some of its iterations, but more people type in “service name Los Angeles” to find this particular service. What would the appropriate next steps be to start ranking for Los Angeles keywords specifically? Links with anchor texts?

My office is also one block away from the actual city of Los Angeles, so I’m thinking that I’m missing out on a lot of potential customers.
