Does this strategy still work?

I'm not good at SEO & have been told a great way to rank is to build 500 city/town pages around long tail keywords & have them point at a single page with some kind of CTA on it. This strategy reminds me of the 1990's. Page names might be /cooking-for-morons-manchester and the content would relate to that. My concern is with duplication. How different would /cooking-for-idiots-singapore need to be before Google penalises the site? For example, would the pages need to be 50% different from each other? The page could have a Google map, button and image on them in addition to text. All advice appreciated. Thanks in advance.
