Advice for complete newbie - TIA!

Thanks for all the advice that is offered here - I've leanrned a lot from perusing r/SEO

I have a question - A client has has a Osteopathy business based in London for 10 years - and they've had a website up for that time and it performs well for local Osteo Searches. They now also opened a business in Oxford providing the exact same services, but under a different name and with different staff except the Owner/Director. The want to have a new website built to promote the Oxford business, but I initially raised concerns about duplicate content which has been holding the process up - but not Im wondering if I was wrong and that with a different domain and business name, that Google will be able to differentiate, so won't penalise if the majority of the content is exactly the same. Im working on the basis that we will have both sites registered with GMB to help the locality distinction.
