Page authority over exact match keywords?

Hi guys,

This is def a bit of a newbie question but I'd really appreciate your help! Let's say I find an interesting keyword that has a low/medium SEO difficulty according to Ubersuggest/KWfinder. I now enter the keyword on Google to see the first results. Some of the first results are big magazines like Women's health, BUT they don't even have the exact keyword match in their headline (e.g. keyword is 'homeworkouts for pregnancy' and their headline is '7 pregnancy workouts that keep you fit'- So the term HOME isn't even in the title and the article is also more generic). Does that mean I would have a good chance at ranking for the keyword? Or that really doesn't matter because pages with a high authority always rank higher, even if their title doesn't include the exact keyword match?
