URL is not on Google but google see it in the sitemap

Why google ignore pages in the sitemap?

Search console indicate "URL is not on Google This page is not in the index, but not because of an error."

• Last crawl: 29 Sep 2019, 04:57:04
• Coverage: Crawled - currently not indexed
• Crawled as: Googlebot smartphone
• Crawl allowed?: Yes
• Page fetch: Successful
• Indexing allowed? Yes

Had a few months gone but not in the index?
